Customer complaints prompted the inspections in November, when 56 violations were uncovered at eight local salons, according to documents filed with the state agency. According to those officials, salon owners have two options: They can pay a smaller settlement amount than was ordered in the letter notifying them of the violations or they can request a hearing before a judge, said Patrick Shaughnessy, a spokesman for the department. Shaughnessy said it's unusual for the maximum penalty of $5,000 for each violation to ultimately be assessed against a salon. It was not known Wednesday how many of the salons planned to dispute the claims made against them. "The violations we are alleging are so numerous and, in many cases, so serious, we believed a hefty penalty was mandated," Shaughnessy said. State records show that 144 businesses in Brazos County have cosmetology licenses from the department, including nail and hair salons.
